Last month, Ugandan President Yoweri Museveni signed the country’s anti-gay bill into law, penalizing first time “offenders” of same-sex acts with up to 14 years in jail and life in prison for repeated gay sex between consenting adults. Immediately following the institutionalization of this legislation, a Ugandan newspaper published the names of the country’s “200 Top” homosexuals, contributing to the development of a pervasive climate of fear and violence for lesbian, gay, bisexual and transgender (LGBT) Ugandans.
